Coalition government: programme and property development

The result of the parliamentary elections and subsequent creation of a coalition government of three centre-right parties have brought considerable hope to business and certainly to property developers circles. Now, after the approval of the coalition agreement, these slightly optimistic expectations can have more specific contours. The agreement, however, has nearly seventy standard text pages, we have therefore prepared a summary of what concerns in some way or another property development.

Everything is interconnected and especially property development is an activity which is a practical intersection of many areas of economic and social life. Property developers are not only constructors and therefore also significant participants in the sustainable development process and its “sub-area“ of sustainable construction. They are owners and enterpreneurs, at the same time employers; the future conditions in the public tenders sector should apply to them too, within the PPP projects. Like others, they also pay taxes; in addition they are more or less dependent on what taxes and how much the others, ie. their potential customers, pay. Furthermore, the state of public finances is projected into their practice, which is incidentally one of the key points of the Czech government agenda. This is why our “digest“ seems broader at first sight from factual viewpoint and it does not relate directly only to property development activities. We therefore quote passages of the agreement, for example government intentions towards the church. It is the owner of a number of plots blocked for construction today, for the property rights preparation of many development projects, the organization and settlement of the relationship church – state is also a significant factor in the future development.

The relevant paragraphs of the coalition agreement are quoted according to the original (ie. wording published by the Czech News Agency). This is of significant importance mainly from the point of view where the paragraph is a firm and indisputable obligation of the coalition or only an intention or even only a possibility of considering a topic or a problem.

Let us hope that the government, with their reliable voting majority, will succeed in realizing their intentions, at least in 90 %. This will not be easy – already the first steps of the ministers Vondra and Bárta indicate the new government line-up plan to start the fight with the carcinogenic pestilence of the Czech economic life with gloves off. Let us hope that the so far mainly rhetorical heroism will also have tangible results.

*As politicians take decisions on taxes and public funds, they should also be held directly liable for the way they are managed. The Government will therefore push through a constitutinal law on budgetary disciplne and accountability – a financial constitution forging safeguards and applying the brakes to profligate budgetary policy.
