The Supreme Administrative Court (SAC) will discuss the proposal for abolition of the Principles for territorial planning of the capital city Prague today [ie. 26th Jan]. It was submitted by three Prague inhabitants and the civic association Zdravé životní prostředí (Healthy Environment), which has fought long-term against the planned route of the Prague ring-road near Běchovice. According to the complainants , Principles of territorial planning were passed in an unlawful manner.
The Principles are a tool for territorial planning at regional level. They establish the concept and basic strategy for the development and organization of the city and they are superior to the Prague zoning plan. The Prague Council approved the Principles in December 2009 in the form of a general measure. The complainants claim that it lacked some required documents and reports.
SAC abolished a part of the Principles related to the ring-road route between Ruzyně and Březiněves last year in May. The court then stated that the disputed part of the Principles had been approved illegally, mainly due to poor evaluation of environmental impacts assessment. This time the entire document will be subject to proceedings.
The Prague ring-road will be more than 80 kilometres long. About one half has been completed so far.
